Renting in Toronto–St. Paul's is expensive — and the rules around rent increases, evictions, and lease renewals have changed significantly. This page explains your current rights as a tenant and what to do if your landlord isn't following the rules.
Rent Increases
Your landlord can only raise your rent once every 12 months, by the provincial guideline amount — 2.1% for 2026. They must give you 90 days' written notice using the official Form N1. A verbal, email, or text notice is not valid. If you've received an illegal increase, you can dispute it at the Landlord and Tenant Board within 12 months.
Above Guideline?
Your landlord can apply to the Landlord and Tenant Board for a rent increase above the 2.1% guideline — typically for capital repairs, tax increases, or security costs. These are capped at about 3% above guideline. You have the right to attend the hearing and dispute the application.
Bill 60 Changes
Taking effect November 24, 2025, Bill 60 changed several tenant protections. Fixed-term leases no longer automatically convert to month-to-month. Eviction notices for unpaid rent now require only 7 days' notice instead of 15. Personal-use evictions with 120 days' notice no longer require compensation or alternative accommodation.
Rent Control
If your unit was first occupied after November 15, 2018, it is exempt from Ontario's rent increase guideline. Your landlord can raise your rent by any amount, as long as they provide 90 days' written notice and don't increase more than once per year. This applies to most new condo and purpose-built rental construction.
